This study was commissioned by the Catalan Water Agency (ACA) to assess the economic impact of water restrictions in different economic sectors considering a drought situation. In the first part of the report, an analysis of sectoral water consumption was performed, and then intersectoral relations in terms of water consumption were considered using a water input-output methodology, by building a water exchange matrix between economic sectors for the Catalan economy.

In the second part, a general equilibrium model was developed, based on the input-output tables for Catalonia and on the Leontief supply model (or Ghosh model) to estimate the macroeconomic impact in case of sectoral restrictions. Finally, simulations were performed for exceptional and emergency cases for Catalonia.
