ENT Environment and Management has carried out studies in several municipalities since 2006 to implement waste charges based on “pay as you throw” schemes, as well as support for the implementation of these systems. The logic of this model is that every household and commercial activity pays according to the amount and type of waste they generate.

Projects have been carried out by a wide range of organizations and supra-municipal authorities, such as: the Waste Agency of Catalonia, the Barcelona Provincial Council, the Pontevedra Provincial Council, Regional Council of la Garrotxa, Regional Council of Alt Camp, Regional Council of Anoia, Regional Council of La Selva, Regional Council of Ripollès, Urola Kosta Commonwealth, La Plana Commonwealth, etc.

ENT also worked for municipalities such as: Canet de Mar, Vilafranca del Penedès, Tiana, Donostia i Usurbil (Euskadi), 8 municipalities of Alt Camp (Alió, Bràfim, Figuerola del Camp, La Maso, The Mila, Nulles, El Pont d’Armentera and Vilabella), L’Arboç, Cabanes, Argentona, Arenys de Munt, Arenys de Mar, Artesa de Lleida, Riudecanyes, 3 municipalities in Ribera d’Ebre (Miravet, Rasquera and La Torre de l’Espanyol), Sant Joan de les Abadesses, and l’Arboç. In some other cases, the reports are focused only on commercial waste, such as in Sant Andreu de Llavaneres, Manresa, Cornella de Llobregat or Lleida. They have been developed with the support of the Waste Agency of Catalonia (ARC).

These reports start with a diagnosis of the existing charging system in the municipality, and a proposal of the most suitable “pay as you throw” scheme, both for households and businesses. The structure of the new waste charge and the fees and/or the unitary fee by volume or weight are determined. These studies include details of the new proposed system: estimated budget, communication campaign, monitoring and maintenance of the service, necessary adjustments of the current collection scheme, implementation schedule, proposed fiscal ordinance, etc.
