23% of the Spanish population live in rural areas (12 of 17 regions can be classified as rural) and 6.9% live in islands. Some rural areas have characteristics that make them isolated areas, such as the distance to the waste management facilities or difficult access during certain times of the year.

Between May 2010 and May 2011 ENT conducted a report commissioned by the Ministry of Environment and Rural and Marine Affairs, which was designed to diagnose the current generation and waste management in islands and isolated rural Spanish areas. Moreover, an in-depth analysis of various international case studies of waste management in these contexts was conducted, along with a number of proposals for action.
