This study was commissioned by the Fundación Biodiversidad, which depends on the Ministry of Agriculture, Food and Environment of Spain. The report aims to analyse and develop a set of innovative mechanisms for financing the Natura 2000 network in Spain. These instruments should allow financing of some priority actions identified in the Framework for Priority Action (MAP), together with the usual financial instruments used so far (in particular, several European funds). Among the available instruments, the main ones being analysed are: capital funds and green funds, taxes, fees, tax benefits, carbon credits, payments for ecosystem services and others. The study also includes a collection of case studies. Finally, the report includes several pilot cases and highlights the instruments best suited for financing the measures included in these pilot cases.
