In 2010, the Catalan Waste Agency commissioned to ENT Environment and Management writing a guide for the implementation of pay-as-you-throw systems for waste charging, mainly addressed to local technicians and politicians.
The guide describes the basic operational principles of these systems, the steps for their implementation and the impact they are expected to have on the waste streams and on the collection service. It also describes practical experiences Catalonia, Spain and from other European countries.
