The aim of the project is to analyze the current management of waste in Spain in order to identify existing limitations that hinder its improvement, and propose instruments to public administrations to help achieve the objectives set by the regulations. This analysis will make it possible to obtain, process and analyze all the information relating to waste management, which will enable the Independent Authority for Fiscal Responsibility (AIReF) to carry out an analysis of public expenditure in relation to waste management. The study will be structured in 3 major blocks:
- the evaluation of urban waste management in Spain through the analysis of four axes: Regulatory and strategic framework, Governance, actors and forms of management, Public policy instruments, and Integrated system of indicators and cost estimation.
- the identification of good national and international practices.
- the elaboration of proposals.
