The Urban and Local Activities Institute (IUHAL) of the Barcelona Provincial Council (Diputació de Barcelona) commissioned to ENT a report to explore the incidence of urban sprawl in local finances, in terms of incidence on costs and sources of income.

On the one hand, the report analysed the relationship between local treasuries and revenue associated with new urban developments.

In addition, seven municipal services were studied (municipal waste management, street cleansing, street lighting, water supply, sewerage, public transport and road maintenance), and the costs of providing these services in relation to urban dispersion were discussed.

The paper developed a methodology and used it in a particular municipality. The paper concluded with some proposals to improve the correspondence between the higher costs of municipal services in low-density urban developments and their contribution to the local treasuries.
