Pay-as-you-throw

ENT Environment and Management has prepared, since 2006, a number of studies in several Catalan municipalities to implement waste charges based on “pay as you throw” schemes, through which every household and commercial activity pays according to the amount and type of waste they generate.

More than 40 projects have been carried out in this area by a wide range of municipal and supramunicipal organizations and entities.

These reports start with a diagnosis of the existing charging system in the municipality, and a proposal of the most suitable “pay as you throw” scheme, both for households and businesses. The structure of the new waste charge and the fees and/or the unitary fee by volume or weight are determined. These studies include details of the new proposed system: estimated budget, communication campaign, monitoring and maintenance of the service, necessary adjustments of the current collection scheme, implementation schedule, proposed fiscal ordinance, etc.

The Observatory of Waste Taxation was created in 2018 by the ENT Foundation to monitor the use of taxation instruments for waste policy in Spain. Our objective is to be a reference point in this field and to promote greater use of waste taxes and charges as tools to improve waste management.
