Green public
procurement

Responsible public procurement (RPP), which encompasses green public procurement and socially responsible public procurement, is a cross-cutting policy with high potential to contribute to achieving the Sustainable Development Goals of the United Nations 2030 Agenda.

The significant weight of public purchasing and contracting in GDP, together with its direct influence on the economic fabric, makes it a strategic instrument.

However, the regulatory complexity, the constantly evolving case law, and the breadth of the technical aspects involved considerably complicate the process of selecting environmentally, socially, and ethically viable clauses from both a legal and technical standpoint.

For all these reasons, ENT has professionals with expertise in the field and offers support in the introduction of environmental, social, and ethical clauses in specific contracts, while also assisting public administrations at different territorial levels in systematizing their responsible public purchasing and contracting practices through specific tools, notably protocols and clause banks.

ENT has also provided training for technical staff specialized in the field and frequently develops research projects and disseminates innovative best practices. It also offers support in drafting guidelines, instructions, and decrees on responsible public procurement.
