The Institute for Fiscal Studies (IEF) has funded ENT researchers Maria Calaf and Pablo Pellicer to carry out the project “Pay-As-You-Throw waste charges: experiences, barriers and challenges in Spain”.
This project aims to gather knowledge and the state of the art of PAYT and BxP systems, both at the conceptual level and in terms of applicable models. Additionally, an updated inventory of Spanish local entities will be presented with implementation and practical examples of their application. The costs and revenues that must be taken into account when designing PAYT waste charges and participation bonuses will also be analysed. Finally, the barriers and challenges for their deployment in the near future will be presented.
