The objective of this study commissioned by the municipalitiy of Sabadell (Spain) was the analysis and proposal of a mechanism through which the municipalitiy would promote photovoltaic power plants in its public facilities. Technical specifications of the calls for tenders were drafted to facilitate conditions to carry out the projects.

Municipalities have the ability to use collaborative tools to promote public-private photovoltaic installations located in public facilities and connected to the grid. These instruments allow local authorities, which are subject to strict budgetary fiscal stability objectives, not to increase their debt in the promotion of these facilities. In addition to promoting renewable energy sources in the municipality, helping to reduce CO2 emissions and conducting a public awareness campaign, this formula bring the principle of efficient public administration into practice.
